500 startups to be set up in the coming years that will create more than one lakh jobs Even though there were no grand investment announcements, Haryana government in its budget explored various new avenues towards making Gurugram a global smart city. Among the major factors focussed by the government towards achieving this objective were developing infrastructure for startups and skill development, digital, road and metro connectivity, renewable energy and organic farming and sanitation systems.
At a time when Gurugram is giving competition to leader Bengaluru in the space of startups, Finance Minister Captain Abhimanyu mentioned about the importance of developing the city as a leading start-up hub. Presenting his fifth budget, Captain Abhimanyu stated that three start-up incubation centres have been opened here. In 2018, 41 startups were created.
The Finance Minister set an ambitious target of setting up 500 startups in the coming years that will create more than one lakh jobs. With job creation being a major political issue, it was highlighted by the Minister that more development centres will be set up in Gurugram. Subsequently after imparting of skill, he also mentioned that the applicants will be provided jobs in the startups and micro small scale medium enterprises.
There was also a major focus on enhancing the infrastructure for higher education. It was stated categorically in the budget that the works for construction of the medical college had begun. Besides opening two government colleges in arts and commerce streams, it was also affirmed that a university for design will also come up in the city. The Minister also emphasised on enhancing the digital infrastructure for creating smart classrooms.
The Finance Minister also talked about the investments in road connectivity. He stated that works have already begun to enhance the road networks at Sohna road which in the future will prove a crucial link for Delhi-Mumbai Industrial Corridor (DMIC). Moreover, Rs 9,000 crore investment is also being mulled now to form a link between Delhi and Vadodara which again is going to pass through Gurugram.
The benefits of enhanced road connectivity have already been witnessed in millennium city with the repeated development works at Delhi-Jaipur Highway popularly known as the NH-8. All the residential and commercial areas of Gurugram located in and around the highway, over five lakh vehicles pass through the stretch daily. The Minister also proposed increasing the budget for urban local bodies of Gurugram metropolitan development authority (GMDA) and the Municipal Corporation of Gurugram (MCG).
In the budget, agriculture got a lion's share. In the context of urban areas of the state that also included Gurugram, the government in its official financial document entailed investments in horticulture, animal husbandry. The role of Gurugram in the economic growth of Haryana can be gauged from the fact that the city is estimated to have the third highest per capita income in the country. This, in turn, has also reflected in the per capita income of the state which at Rs 2,26,644 per annum is much higher than the national average of Rs 125,397. Pegged at Rs 1,32,000 crore, the state is estimated to grow at 8.2 per cent which is again higher than the national average of 7.2 per cent.
