The Hyderabad-based Centre for Good Governance (CGG) was roped in as a technical support partner by the Central government in preparing the Good Governance Index.

The Modi government is getting some help from Telangana in identifying and ranking the best practices in good governance of various States.

The Hyderabad-based Centre for Good Governance (CGG) was roped in as a technical support partner by the Central government in preparing the Good Governance Index (GGI) that would rank best performing States in the country.

Officials at CGG said the work was under progress and scrutiny for ranking the States would be rolled out within next a couple of months. The GGI has been designed on the lines of the Ease of Doing Business (EoDB) index where the States submit a report on proactive measures taken by them to attract investments and facilitate their establishment, enabling the Centre to rank the States.

Considering different States having different strengths and weaknesses, Prime Minister Narendra Modi directed the officials concerned to design parameters to create a level-playing field for all the States. To provide enhanced autonomy to the States, a Group of Union Secretaries on Governance was constituted under supervision of the Prime Minister’s Office. The Group of Union Secretaries recommended for preparation of GGI which will become a critical factor for equality, productive use of resources and efficient service delivery.

After extensive consultations with Union Ministries and different State governments in the country, CGG finalised 10 sectors and 53 indicators. Considering the critical role to be played in listing out various factors and maintaining necessary data bank, the Department of Administrative Reforms and Public Grievances (DARPG), which was chosen as nodal agency, was selected CGG as its technical support partner.

“CGG has been selected after considering its expertise and involvement in good governance initiatives taken by the Telangana government,” said an official at CGG. The GGI would be probably the first ever attempt to rank better-governed State in the country in a scientific manner, he added.

Besides taking e-Governance initiatives, the CGG is associated with the Telangana government to promote m-Governance across government services through developing mobile applications and citizen- centric services.

Till date, CGG has developed over 70 mobile applications for its User departments in various sectors such as Aadhaar-based services, agriculture, irrigation, education, health, electoral services, skill development, fire, police and citizen-centric services for Urban Local Bodies (ULBs). Further, CGG is providing project monitoring unit (PMU) support for the implementation of Haritha Haram.
