Set up to enhance e-governance under the initiative of Prime Minister Narendra Modi immediately after assuming office, the Pro-Active Governance and Time Implementation (PRAGATI) platform has been instrumental in monitoring 30 different development projects being implemented in the State directly from the Prime Minister's Office (PMO).

However, a source informed that updates on progress of centrally sponsored schemes by the State Government in Manipur are rather slow.

According to the source, PM Modi had launched this ambitious multipurpose and multi-modal platform on March 25, 2015.The platform allows checking State Governments' projects at three stages: first, the PMO; second, the Union Government Secretaries; and third, Chief Secretaries of the States.

The PRAGATI platform was launched to monitor programmes and projects launched by the Central and State Governments for timely implementation and desired outcome.

It was also felt necessary to facilitate monitoring of projects implemented in States by the Union Government.

Accordingly, with the three objectives of grievance redressal, programme implementation and project monitoring, an IT-based redressal and monitoring system was designed.

It combines data management and analysis, geo-spatial applications as well as video-conferencing.

The application is accessible to the Secretaries of the Government of India and the State Chief Secretaries.

The status of projects are uploaded via the e-Samiksha portal, which is a real time, online system for monitoring of follow-up action.

In Manipur, the PRAGATI platform is monitoring various projects taken up by State Government departments including MAHUD, Police, Health, Industries, Social Welfare.

Home, MANIREDA, WRD, IT, Revenue, MSPDCL, Rural Development, CAP & PD as well as those by the National Highway Infrastructure Development Corporation Ltd and the Northeast Frontier Railway.

The source mentioned that in the MAHUD department, the platform is monitoring the Smart City Mission, the Housing for All (Urban), the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), in the health department, the Mission Indradhanush, the National TB Control Programme, the National Leprosy Eradication Programme, among others.

In the Social Welfare department, it includes the Widow Pension arid Old Age Pension under the Social Assistance Programme, and schemes for the people with disabilities.

In Home Department, it has been monitoring Aadhar enrolment programme and other projects that are taken up during calamities like floods.

In CAF & PD, the projects include the implementation of the National Food Security Act, Targeted Public Distribution System.

In Rural Development, it includes the Direct Benefit Transfer for workers under MGNREGA and so on.

The source added that the progress update for centrally sponsored schemes taken up by the State Government in Manipur with the help of the PRAGATI platform is rather slow.
