  • Azerbaijani IT company presents tax administration modernization project in Kyrgyzstan

    "e-Government creation experience based on example of Azerbaijani IT company SINAM's tax administration modernization project (ITAS) and technological innovations of Oracle information technologies" conference was held in Bishkek, the company said today.

    According to the Information Policy Department of Kyrgyz Government, representatives of presidential apparatus, parliament, government, donor community, banks and other institutions and companies were invited to participate at the conference.

  • Biometric passport in Kyrgyzstan to cost about 2,000 soms

    A biometric passport in Kyrgyzstan will cost about 2,000 soms. The State Registration Service (SRS) Chairman Erlan Saparbayev told journalists today.

    According to him, the price of biometric ID card will not exceed 250 soms. “The world practice shows that the cost of a biometric passport reaches €70-80. But we have rather low cost. A 128 kilobytes chip will contain data on iris, fingerprint pattern, electronic signature and a photo. We have inserted larger memory content, because it will be unreasonably to increase it afterwards,” Erlan Saparbayev explained.

  • EDB, Rusprom, Transcom to develop integrated e-government system in Kyrgyzstan

    The Eurasian Development Bank (EDB), Rusprom and Transcom on March 27 signed a trilateral memorandum of cooperation to jointly implement a project to set up and develop an integrated e-government system in Kyrgyzstan for public and municipal authorities in the framework of the Decree declaring 2019 the Year of the Development of Regions and Digitalisation of the Country passed by the President of the Kyrgyz Republic on 11 January 2019, the EDB said.

    Under the memorandum, the EDB will take part in Rusprom’s preparations of the concept, feasibility study, calculations, business plan and cost estimates for the Project and in ensuring long-term investment.

  • EE: Kyrgyzstan introduced to Estonia's e-government information system

    A group of high-level government officials from Kyrgyzstan have come to Estonia this week to become acquainted with Estonia's e-government information system, reported BC the Estonian Foreign Ministry.

    According to Estonia's Foreign Minister Urmas Paet, the purpose of the meeting is to support building the e-government information system in Kyrgyzstan and to provide consultations in preparation for the 2015 parliamentary elections. Kyrgyzstan's e-government coordination centre has been set the task of creating a secure environment for the exchange of information in order to provide citizens with electronic services, like the Estonian Information System.

  • How Open Data can fight poverty and boost prosperity in Kyrgyzstan

    All around the world, governments are recognizing the value and potential of Open Data. This is clear from the G8’s adoption of an Open Data Charter in June 2013 (with the G20 likely to follow suit), the growing number of countries adopting Open Data initiatives, and the 64 countries that have committed to Open Government Partnership action plans (most of which focus on Open Data). Kyrgyzstan has taken the first steps down this path.

    The Kyrgyz Government has been implementing the Open Government Policy and has already undertaken several measures, such as creating official web portals for state bodies including Open Budget, Electronic Procurement, Foreign Aid and many others. Through these websites, citizens can find information about public services and activities offered by government ministries and other state agencies.

  • KG: Bishkek-Osh-Batken Fiber Optic Network Nears Completion

    The construction of the Bishkek-Osh-Batken fiber optic network line is now near its completion, with around 80 kilometers yet to be finished in southern Kyrgyzstan, the Transport and Communications Ministry said., according to Akipress.

    The construction of the fiber optic line began in June 2009.

    The system is expected to be operational in late September. The remaining construction is being financed by Kyrgyztelecom.

    For a long time people in Kyrgyzstan talk about e-government (E-Gov). However, nothing has changed beyond the words. Sooner or later new members of the Cabinet headed by Dzhoomart Otorbayev will face this issue.

    "Only through the development of e-government in Kyrgyzstan it is possible to achieve transparency, accountability, predictability of public procedures and establishment of order," the Advisor to the Director of the State Personnel Service of the KR, the expert Asylbek Bolotbayev believes.

  • KR: KOMSCO supplies electronic ID cards to Kyrgyzstan

    The Korea Minting, Security Printing & ID Card Operating Corp. (KOMSCO) has begun supplying national electronic identification (e-ID) cards to Kyrgyzstan, the company’s first exports of such cards.

    “Korea has been exporting its advanced systems such as electronic government (e-government). The export of the e-ID cards is meaningful since we have been diversifying our export items,” KOMSCO CEO Kim Hwa-dong said at a delivery ceremony held at the company’s plant in Daejeon, Monday.

    Prime Minister of Kyrgyzstan, Igor Chudinov, says Kyrgyz authorities count on active support from the United Nations Development program (UNDP) in launching and development of the electronic-governance program.

    The Premier voiced his hopes Monday at the meeting with the assistant director of the UNDP Regional Bureau for Europe and the CIS, Cihan Sultanoglu.

    He believes the United Nations and states where this program has already been launched should share experience in e-governance activity and Kyrgyzstan should study from it.

  • Kyrgyzstan pins hopes on IT sector development

    Kyrgyzstan can become Central Asia’s IT transit hub if it effectively uses its geographical position and implements ambitious IT projects, the director of the Civil Initiative on Internet Policy public foundation Tattoo Mambetalieva said at the sixth Kyrgyz Information Technology Forum (KIT 2017) held on February 21-23 in Bishkek.

    The forum brought together leading experts, heads of major IT companies, software developers, and politicians to discuss current projects and development prospects.

    On April 28, President of Kyrgyzstan Almazbek Atambayev discussed with Prime Minister Sooronbai Jeenbekov and Chief of Staff of President's Office Sapar Isakov the start of introduction of electronic biometric passports in Kyrgyzstan, the presidential press office said.

    Electronic biometric passport of a citizen of Kyrgyzstan is an identification document of a new type that corresponds to the international standard.

  • Kyrgyzstan starts issuing ICAO-compliant eIDs

    Central Asian state Kyrgyzstan has begun issuing ICAO-compliant eIDs.

    The National Electronic Identity Card (eID) is a new generation document that certifies the identity of a citizen of Kyrgyz Republic, using an integrated circuit chip.

    Beginning from May 2017, the State registration service under the Kyrgyz Government had started the enrollment of applications for issuing the National electronic identification cards for Kyrgyz citizens.

  • Kyrgyzstan to introduce e-government strategy

    A roundtable last week discussed the final draft of the Strategy for e-Government introduction in the Kyrgyz Republic for 2014-2017 and the Action Plan for its implementation.

    The draft strategy has been developed by the State e-Government Center in collaboration with the UNDP to radically improve the use of information and communication technologies (ICT) by the state executive bodies and local authorities to improve their efficiency, transparency and expand the range of electronic services in accordance with the National Sustainable Development Strategy of Kyrgyzstan for 2013-2017.

  • Kyrgyzstan to take over Moldova's experience in IT

    Moldova will provide consultancy to Kyrgyzstan to implement the e-government system, as well as to create information systems and resources of state importance.

    Information Technologies and Communication Minister Alexandru Oleinic and the head of the Kyrgyz State Registration Service, Dzhanibek Bakchiyev have signed a protocol of intentions on cooperation in computerization and IT.
