Azerbaijan begins the transition from electronic to mobile government, Azerbaijan's Minister of Taxes Fazil Mammadov said on Thursday at a conference on 'ASAN-signature as a key to mobile government'.

"In order to prevent current and future challenges in the implementation of e-services, a centre for electronic signature certification tightly integrated with the automated tax information system (AVIS), was established under the Ministry of Taxes," the Minister said.

The centre was established in accordance with European standards which will allow for mutual recognition of electronic signatures in Azerbaijan and Europe. This, according to the minister, will allow citizens of Azerbaijan to set up joint companies with citizens of other countries and sign contracts online, via the Internet.

"As the centre is integrated with the centre of mobile signature, an access to e-signature will be possible through any device. This, in turn, will give impetus to the development of the Internet and mobile banking in the country and the expansion of non-cash payments," Mammadov said.

According to him, the launch of the centre and its integration with the mobile signature centre (ASAN-signature) should be regarded as a transition from e-government to mobile government.

"Continued development of information technology and mobile services in Azerbaijan increases the demand for the use of electronic services among the population as well as the need to use an electronic signature," the Minister said.

The Ministry of Taxes of Azerbaijan, he said, plans to increase the number of electronic services, expand the use of electronic signatures as well as the provision of services through mobile devices.

The conference is organised by the Ministry of Taxes, the Ministry of Communications and Information Technologies and ASAN-Xidmet State Agency for Services to Citizens and Social Innovations under the President of Azerbaijan.
