Public Procurement and Disposal of Public Assets Authority (PPDA) has launched an integrated online platform which will ease the procurement of public goods and services by the government and its institutions.

“When we improve on the procurement process in government institutionsm, both at the central and local government levels, this enables the government to deliver quality social services in time to its citizens. We expect the new ICT portal will address that in the next coming financial year which will start on 1st July 2015,” Professor Simeon Wanyama, the PPDA Board Chair said last week during the launch in Kampala.

PPDA Executive Director Cornelia Sabiti said, “The new portal will make the bidding process more competitive as bid information will be available and open to everyone who visit the portal website. This will offer more opportunities for local Ugandan businesses to compete for tenders.”

She said the portal will also help PPDA better regulate in tracking the progress of various procurement plans posted by government entities.

The new E-Government Procurement Portal is a one-stop solution that combines the services of the previous used platforms such as the Public Procurement Performance Measurement System, the Tender Portal as well as the Register of Providers which have now all been integrated into one portal.

Wanyama said this will allow for substantial costs savings for the government and its institutions.

It will also speed up the delivery of government services, because the portal spees up the procurement process.

Citing the advantages of upgrades, Wanyama said agencies such as Uganda Revenue Authority, which embraced advanced ICT platforms such as the E-tax, now frequently performs above their projected targets.

Sabiti said the portal will be rolled out in phases to allow the oversight body to monitor its effectiveness efficiency and its technical abilities before being fully operationalized countrywide.

The Utilization of the portal According to PPDA officers is expected to commence come July 2015

Commenting on the portal from the Users perspective Francis Kisirinya the Director Finance at the Private sector Foundation Uganda commended PPDA for coming up with Innovations which makes it easier for the PSFU member to participate in bidding for Government Tender to supply Goods and services.

He said the new ICT facility will enable small and medium Enterprisers to access information regarding the available tenders in the various Government Entities. He said many SMEs have been using a manual system to access information regarding the availability of Business In Government Agencies but with this portal it will solve many obstacles faced by bidders in tendering processes especially in the local Governments.
