Qatar’s e-government website — Hukoomi (www.gov.qa) — processed online transactions worth QR846,732,738 through its payment gateway last year, a senior ictQatar official told The Peninsula yesterday.

The Supreme Council of Information and Communication Technology (ictQatar) is set to launch a new range of e-services bringing the people and government closer, the official added.

“We will launch an enhanced version of Hukoomi soon, which will be more accessible, intuitive and user friendly. It will offer new levels of interactivity, taking advantage of the valuable Web 2.0 technology and tools,” he said.

“Hukoomi will also offer additional e-services related to personal documents (identity card and passport) and employment services, apart from enhancements to existing successful services such as exit permits, Kahramaa bill payments and health card renewal,” the official said.

The official was responding to the United Nations E-Government Survey 2010, in which Qatar has dropped in global rankings, as reported by The Peninsula.

The survey examined three main areas namely online services, telecommunications infrastructure and human capital. Though Qatar ranked higher in terms of its telecommunications infrastructure, the survey included many new criteria which focused on the importance of accessibility of government websites and e-services, user-friendly sites and services, and increased government-citizen interactions through online channels and Web 2.0 tools. The survey examined several government websites (education, labour, finance, health) including Hukoomi in determining its overall rankings, in most of which these facilities were not enhanced.

The report showed significant areas of potential improvement for Qatar in e-governance, according to the official. “ictQatar takes the findings of this survey very seriously and always welcome assessments of progress by credible organisations such as the United Nations. We are confident and many steps are being taken to address deficiencies in e-government services, in collaboration with the other government entities. We will ensure that the government takes full advantage of the benefits of information and communication technology to better engage with its citizens.”

“ictQatar is continuing its work to improve the telecoms market and overall ICT infrastructure in the country. With the second fixed telecoms licence recently issued and the commitment to build a national high-speed broadband network announced, Qatar will continue to improve in this area,” the senior official said.

The council is also working closely with other government agencies as they endeavour to offer more e-services and accessible online information. There are currently projects under way with the Supreme Council of Health, and the ministries of labour, interior, and business and trade.

The council is also working on a joint programme with the Supreme Education Council — Knowledge Net — which connects students, teachers and parents through an interactive online portal.
