Smart city project which Ho Chi Minh City has been building with major norms of e-government, smart planning and economic development aims to best serve citizens after all, said experts.
According to some experts in urban infrastructure fields, implementation of the smart city project should comprise two phases to make it feasible. The first phase is in the next five years, when HCMC will implement smart programs on traffic, health and environmental supervision to solve problems such as traffic jam and flooding.
In the following years, the city will conduct suitable steps depending on its demand to develop the city smarter.
HCMC has been building the smart city project in the phase of 2016-2020 with visions until 2025. Among the major norms of the project, smart planning is indispensible in the development process of any smart city.
Another important norm is to build e-government to facilitate administrative transactions between citizens, businesses and authorized agencies.
Deputy chairman of the city People’s Committee Tran Vinh Tuyen said that building HCMC into a smart city will solve two major problems. First is to contribute in boosting sustainably economic development with smart plans and directions. Second is to create utilities to serve citizens and satisfy their expectation of a livable city.
According to Mr. Tuyen, IT application in state management in HCMC is asynchronous now, therefore building of e-government is necessary to improve the effectiveness of the state management in the city and transparency in operation of local government and reduce inconveniences for citizens and businesses.
In addition, HCMC will develop an open data center to build long term and smart plans serving forecasts to prevent possible to occur disadvantageous changes from influencing urban environment.
Among other important targets of the smart city project is livability. Smart services for citizens will be developed in each field such as planning, education, health, traffic, anti-flooding, environment and fire prevention and fighting. Many nations across the world have applied hi tech to solve issues in these fields.
Because science and technology continuously develops and citizens’ demand also increases everyday, the smart city will keep moving on, Mr. Tuyen added.
Director of the HCMC Department of Planning and Investment Su Ngoc Anh stressed three mainstays of the smart city including economic development, environmental protection and social stabilization.
He said that the city should choose right industries and fields in economic development. So far, it has focused on developing four major industrial fields and nine service sectors.
Production businesses should apply IT and access smart technologies that have been developed in the world such as nano and robot to satisfy requirements of smart city including less energy consumption and emission reduction, he said.
Chairman of the Vietnam-Japan Friendship Association Nguyen Cong Tanh said that HCMC is the most dynamic city in the country, receiving a large number of domestic and overseas visitors and investors annually.
However, many limitations and issues such as traffic jam, urban flooding, social evils have caused the city losses in the eyes of tourists.
Hence, HCMC should completely solve traffic jam with smart traffic management as soon as possible and put an end to flooding with smart plans, noted Mr. Tanh.
