The Ministry of Agriculture, Forestry and Fisheries is preparing for the implementation of shifting some certification registration online, through its e-government services, with the help of the Chinese government.

Minister Veng Sakhon met with China-based Easy Business recently to discuss migrating manual import and export certification systems for sanitation and phyto-sanitation (SPS) products to an online platform, secretary of state for agriculture Hean Vanhan told Khmer Times yesterday.

“The e-certification is important because it replies to government policy on agro-modernization on trading agricultural products, especially on the [existing] barrier of sanitation and phyto-sanitation,” Mr. Vanhan said, noting that the plans for the move had been in development since June.

“E-certification will provide reliable and real time service for issuing SPS certifications, which will facilitate exporting products without the need to attach printed export documents,” Mr. Vanhan said. “The system will also facilitate inflow and outflow of goods.”

The cost of implementing the online system had not yet been confirmed, said Mr. Vanhan. But he explained it would be discussed during meetings with Easy Business experts in Phnom Penh next month.

Song Saran, CEO of Amru Rice (Cambodia), told Khmer Times that the system will likely help exports by reducing the cost of government checks, and speed up export processes.

“It is a positive way to push Cambodia’s export capacity, particularly for agricultural products to ensure the quality and safety of products entering the country.”
