Islamabad—Minister of State for Information Technology and Telecommunications, Ms. Anusha Rehman on Friday said e-Governance is being adopted as a tool to achieve goals of transparency and deliver cost-effective public services. At a press briefing here, the Minister said e-Government Intranet has been completely established in Ministry of Information Technology with the main purpose of the e-filing module to promote less paper and digital government.
Secretary IT, Azmat Ali Ranjha, Chairman of Pakistan Telecommunication Authority (PTA), Dr. Ismail Shah, Joint Secretary of the Ministry, Syed Khalid Gardezi, a representative of National Information Technology Board (NITB) and other dignitaries attended the briefing. Anusha Rahman said present government has given utmost priority to the Information and Communication Technology (ICT) sector, particularly e-government system as the Ministry is emphatically pursing the e-office suite implementation in federal government.
She said e-office suite is being implemented in Federal Ministries and Divisions in phases and the process is expected to be completed soon. The Minister said in its first phase, E-office suite is being implemented in 13 Ministries, Divisions and Departments including Ministry of Information Technology, PM Office, National Assembly Secretariat, Ministry of Science and Technology, Finance Division and Planning Division, Establishment Division, Ministry of Foreign Affairs etc.
Subsequently, it will be implemented in all other Federal Ministries and Divisions in a phased manner. She said Ministry of Information Technology has taken a step forward for not only designing and deploying e-Office application but all also set an example by replacing the conventional manual system with electronic system named as e-Office/e-filling in its Ministry since July this year.
The vision of senior Management of Ministry of IT to bring change management in working environment of Ministry has been implemented and it is expected that entire Federal Government will adopting e-Office in their respective Ministries within short span of time. She said the e-office will be a phenomenal achievement of her Ministry as this would ensure efficiency, accuracy, effectiveness and good governance.
The project, she said was conceived eight years back but due to non-interest of previous regimes remained in limbo. The current government on assuming office, appreciating the need of an effective, efficient and transparent government for good governance, pursued e-office implementation and have set stringent targets for its deployment, the Minister added. In his detailed presentation, Khalid Gardezi said focal persons from 30 ministries have completed their specialized trainings for orientation and management of e-office suite.
More than 4400 Federal Government employees have been trained on e-office application, data migration of the Federal Government’s existing legacy systems in e-office suite are in-progress and technical consultancy for provision of IT infrastructure has been provided through professional project staff. It was further informed that a survey of all ministries to collect data regarding human resource roles and responsibilities, status of IT infrastructure and workflows of all federal ministries/ divisions for configuration of e-Office application has been completed.
On the occasion, Secretary IT, Azmat Ali Ranjha said e-office suite is an automation of core businesses of government to bring transparency in decision-making and to provide an efficient and cost effective public service to masses. He said e-Governance is growing need of society and it should be appreciated that Pakistan has been adopting this futuristic concept already. PTA Chairman said this is an excellent initiative and expressed the hope it will benefit Pakistan a lot with regards to formulation of an e-Government Master Plan.
