Minister of State for Information Technology and Telecom Anusha Rehman on Tuesday said that the present government has given high priority to e-government, particularly to e-health, to ensure efficiency, effectiveness, transparency, public facilitation, and to promote less paper environment in the public sector.

She said this during a meeting regarding the PSDP IT Project "HMIS at tertiary Health Care Level" at Sheikh Zayed Medical Complex. It was explained in the meeting that presently the main core software modules of the health management information system application have been successfully developed and functional at Sheikh Zayed Hospital, Lahore. The training has already been imparted to the hospital staff, said a press release. It is important to mention here that the said PSDP project was originally approved by DDWP on October 28, 2005 but unfortunately in the past, minimal progress was made on the said project.

Since August 2013, to date, the Ministry of Information Technology has aggressively perused the project and significant progress has been made on the said project. The minister elaborated that the key stakeholders have made considerable progress on the said project and its successful implementation at the Sheikh Zayed Medical Complex as a model HMIS application, within the stipulated period of time, is a landmark achievement. The said system would be replicated at other public sector hospitals in a phased manner.

While focusing on the scope of the project, the minister said that the project was meant to develop and implement health management information system (HMIS) at Sheikh Zayed Medical Complex, including the provision of basic IT infrastructure (servers, desktop Pc's, UPS, LAN connectivity and other equipment), training of the hospital staff for recording and tracking patient's information electronically, strengthening of the administrative control, to bring improvement in the patient's care, and to ensure better management system at the institution were mandated in the project.

The minister further stated that after the 18th amendment, the provincial autonomy does not allow the federal government to carry out such projects in the provinces independently. So we are handing over this project to the Punjab government.

Currently, all the software modules of the HMIS have been developed and the core modules which includes patient registration, outpatient and specialties/consultant management, in-patient and emergency/casualty management, operations theater management, intensive care unit management, diagnostic information management, clinical laboratory module, patient billing and income management, medical stores and pharmacy management, blood bank management, library management, and the medical record management systems are in use at the SZMC since the last month.

The non-core software modules consists of asset management, Sheikh Zayed web portal, dietary management, sterilising services management, complaint management, payroll management, financial assets management, estate and nursing hostel management, help desk / public relation centre, and the cafeteria management systems are ready for implementation. She added that the federal government was happily handing over the ownership of the project to the Punjab government.
