Federal Minister for Planning, Development and Reforms Prof Ahsan Iqbal said information and communications technology (ICT) working groups should focus on E-Governance, E-Commerce and E-Services including education, health and enforcement of Intellectual Property Rights (IPR).

While chairing a meeting on ICT sector on Tuesday he also suggested for establishing revolving fund for E-Governance.

During the meeting the working groups presented their recommendation for Vision 2025 and 11th Five-Year Plan.

The minister recommended boosting E-Commerce and self-employment by implementing E-Payment Gateway.

In this regard, a meeting may be convened to address the related issues with the stakeholders.

Furthermore, Vocational Trainings offered by NAVTEC and TEVTAs may include trainings proposed by this group including gaming, animations etc. For implementation of Vision 2025 and 11th Five-Year Plan a delivery unit would be established in the ministry.

The major goals for Vision 2025 and 11th Five-Year Plan included positioning Pakistan as a major player in emerging and niche technologies in IT with special focus on exports, expanding the domestic ICT industry to $20 billion by 2025, developing citizen-centric applications and services, implementation of E-Governance infrastructure and creating high value IT human resource to become an internationally competitive hub of activity.

For achieving these major goals, the working group proposed key intervention areas which includes establishment of National Broadband Infrastructure, Mega Projects related to E-Solutions for health, education, establishment of National tele-centres and National Spatial Database etc. Proposal also included creation of five to six highly connected cities, building common digital services platform. It was suggested that university-centric clusters may be established to improve the overall quality of academic institutions as well as the intake of students.

The working group presented Five Pillars of National ICT Strategy, which included Infrastructure, Legislation, Governance, Social Capital and Environment. The working group also made recommendation for E-Commerce Legislation, appointing Government Chief Information Officer and Development of Government ICT Procurement Standards. The working groups recommendations also included strategically placed knowledge hubs for world class research and development, creation of a strong TVET environment leading to world class certifications and creation of high quality resource base in ‘emerging skills’. These working groups were headed by Netsol Technologies Chairman Salim Ghauri and National University of Science and Technology Dean Dr Syed Muhammad Hassan Zaidi. Representatives from industry and universities and government sector also attended the meeting.
