The Philippines has traditionally been a strong performer, relative to its income level, in the UN E-Government Rankings. However, its story of 2014 is of another fall in the overall league table, dropping to 95th place.

In 2008, the nation ranked 66, falling to 78th in 2010 and 88th in 2012.

Its performance is still good relative to its income level: compared to other nations with a similar Gross National Income (GNI) such as Bhutan, it is a high-flyer, and it outperforms Indonesia, which has a much higher GNI.

But while many other countries have rapidly improved their performance over the past two years, the Philippines is improving at a slower pace - causing a relative decline.

The country’s overall scores are still increasing: its telecom infrastructure score, for example, has markedly improved. However, its ranking for this area has dropped - it was placed 110th for this in 2012, and is now placed 115th.

In the area of Online Services Delivery, the Philippines scores 68th and in the new category of e-participation, the Philippines comes 58th.

The 2014 survey also highlights the nation’s “innovative coordination processes and mechanisms for service delivery, citizen engagement and empowerment”, in particular citing the Women and Children Protection Unit (WCPU)—a one-stop family crisis intervention centre, which provides legal, psychiatric and medical services to its patients.
