In a statement, the department said the amount will cover the funding requirements for the Government Integrated Financial Management Information System (GIFMIS), the administration’s information technology (IT) system for integrating all public financial management processes.
The allocation will be charged against the E-Government Fund under the national budget, which supports major information and communication technology projects, including those for the government’s public financial management initiatives.
GIFMIS, the Budget department said, is a government-wide, browser-based web application that will link government financial processes together and facilitate their automated management.
These processes -- which include accounting, cash management, reporting, and auditing -- are currently executed by the government’s three major fiscal oversight agencies: the Budget department, the Finance department’s Treasury bureau, and the Commission on Audit.
The implementation of GIFMIS will be handled mainly by the Budget department.
"GIFMIS is one of the keystones in the administration’s larger structure of fiscal transparency and accountability in government," said Budget Secretary Florencio B. Abad.
"Because it’s web-based and updated in real time, all data in the system are easily tracked to ensure the integrity of our public financial management processes," Mr. Abad said.
The system, he noted, will likewise serve to improve the efficiency of the government’s fiscal operations.
"When budgeting, accounting, and auditing are accomplished faster, we’re also in a position to serve the citizens better," the Budget chief said.
The fund release, the department said, will cover the various requirements for the implementation of the project this year.
Out of the total amount, P346.9 million will be used for a study of the system requirements of GIFMIS and its installation. This includes the procurement of software licenses for the system.
Meanwhile, P60.28 million will be used for system design, development, configuration and customization, while P118.25 million will go to the installation of IT infrastructure needed for the project.
The remaining P74.98 million will fund the training, capacity building, and change management necessitated by the implementation of the new system.
