The present e-governance system in Berhampur Tahasil Office has failed to benefit the people as it was expected to do. Some people prefer the manual procedure instead of the electronic one.

E-governance which refers to the application of ICT (Information and Communication Technology) for delivering Government services was implemented in 2012 in Ganjam district. Since then the process of issuing certificates like residential, caste, income, demarcation, conversion, mutation, house pattas are carried out online in Berhampur Tahasil office.

However, some applicants say that the traditional paper work was better than online process. An applicant, Nilakantha Ratha says, “I have applied for the legal heir certificate two months ago, but I haven't received it till date. The processing is very slow here and whenever I question about the delay, they make an excuse of server down or network failure. If network failure is such a big problem than why was e-governance implemented.”

Another applicant Suresh Chandra Mallick shares the same, “The application form submitted at the Jana Seva Kendra never reach the RI office and the Tahasil Office on time due to network failure. We have to make rounds of these offices again and again.”

Similarly, there are also complaints of delay in providing caste and residential certificates in Berhampur Tahasil office.

On the issue, Additional Tahasildar of Berhampur division Sasanka Patra said, “There are a number of migrants who apply for residential certificates and once we issue them they will ask for the permanent one. So, we check them properly. Regarding the caste certificates, many fake documents are coming. So some of them are delayed, but the rest are issued on time.”

The ATO also informed that the problem of network failure has been solved, “It was a problem, but now everything is shorted out. E- governance is definitely better than the manual procedure as one can get the status of his/her application through mobile messages starting from the Janaseva Kendra to the Tahasil office.”

As the matriculation results are out and 12th results are soon to be declared, many students are expected to apply for different certificates from next week. If the network failure comes up again, it will be difficult for them to get the certificates on time.

The ATO added, “The network is running fine now. But if any problem comes up, we will do it manually with the permission of the District Collector.”
