The city of Eugene, Ore., is launching an online program for building plan review and permitting.

Called eBuild, the city-created program will allow users to submit building permit applications and construction documents electronically.

Until now, contractors and others have had to submit paper documents.

The online system also will let users view documents, pay permit fees and schedule appointments with city building inspectors.

According to the city, the system will save users time and money by reducing printing costs and allowing them to avoid trips downtown to the Permit and Information Center in the Atrium Building at 10th Avenue and Olive Street.

Two open houses on Thursday will familiarize people with eBuild. The free sessions are open to anyone. City staff encourage frequent users of the Permit and Information Center to attend, including architects, contractors, engineers and designers.

City employees developed most of the program's software, said Laura Hammond, a spokeswoman for the Planning and Development Department.

The city spent $15,000 on other software, which will cost about $5,000 in annual licensing fees, she said.

Using technology aligns with municipal government's ongoing efforts to support local businesses by providing easy, streamlined access to services, according to the city.
