A.1 Potsdam, Brandenburg, Deutschland: Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung" - Ankündigung: Die PROKETTA-Roadshow - Das IfG kommt zu Ihnen

Ab Oktober 2014 richtet das PROKETTA-Team (proketta.ifg.cc) in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.

Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das PROKETTA-Team gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Ausgangspunkt dafür sind die Arbeitsabläufe bei der Erbringung von Leistungen, denn Wissen darüber macht eine Aufgabenbearbeitung überhaupt erst möglich. Sind die Arbeitsabläufe erfasst und dokumentiert, müssen die Informationen darüber den Mitarbeitern zugänglich gemacht werden. Dafür wird im Workshop der Geschäftsprozessmanager (GPM) vorgestellt. Der GPM ist als prozessorientiertes Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Arbeitsabläufen innerhalb einer Organisation sowie zwischen mehreren Akteuren bereitgestellt und visualisiert werden. So kann sichergestellt werden, dass prozessbasiertes Wissen unabhängig vom Mitarbeiter in einer Organisation erhalten bleibt und jederzeit abrufbar ist.

Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

A.2 Hamburg/Berlin, Deutschland, 09.07. und 31.07.: Abschlussworkshops des Forschungsprojektes „Stein-Hardenberg 2.0“

Das Forschungsprojekt „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ wurde am 31.03.2014 erfolgreich abgeschlossen. Ziel des Projektes war es, Veränderungen im Kontext von E-Government auf der Ebene des arbeitenden Staates herauszuarbeiten und diese mit Fragen der Staatsorganisation zu verbinden.

In den Abschlussworkshops in Hamburg (09.07.) und Berlin (31.07.) wurden den Konsortialpartnern und weiteren ausgewählten Teilnehmern die Kernergebnisse vorgestellt. In Hamburg nahmen u.a. Vertreter der Führungsspitze der AöR dataport sowie Abteilungs- und Referatsleiter aus der Finanzbehörde Hamburg und Verwaltungsvertreter des Landes Schleswig-Holstein teil. In Berlin beteiligten sich an dem Workshop u.a. Herr Staatssekretär Statzkowski (Senatsverwaltung für Inneres und Sport Berlin) und Herr Staatssekretär Heidemanns (Ministerium des Innern des Landes Brandenburg) sowie weitere Führungskräfte der Senatskanzlei Berlin.

Ein zentrales Ergebnis des Projektes ist, dass die organisatorischen Gestaltungspotenziale von E-Government, insbesondere zur räumlichen und behördenübergreifenden Vernetzung, genutzt werden können, ohne dass dadurch grundlegende Prinzipien der Staatsorganisation beeinträchtigt werden. Deutlich wurde, dass die zentralen Prinzipien der deutschen Staatsorganisation – Verwaltungsföderalismus, kommunale Selbstverwaltung und Ressorthoheit – vor dem Hintergrund der Möglichkeiten mit E-Government neu auszudeuten sind. Der Grund ist, dass die bisherigen Ausprägungen und Interpretationen der Prinzipien aus einer Zeit stammen, in der es IT mit den heutigen Vernetzungsmöglichkeiten noch nicht gab. Hierin liegt die eigentliche Veränderungskraft, die das Projekt genutzt hat, um fundierte Konzepte einer Architektur kooperativer und vernetzter Verwaltung mit E-Government zu entwickeln.

In den Abschlussworkshops wurden weitere praktische Implikationen für die Gestaltung von E-Government und Verwaltungsmodernisierung diskutiert und Überlegungen angestellt, wie diese erfolgreich in die Praxis transferiert werden können. Ein weiterer Abschlussworkshop findet im August mit Vertretern des Bundesministeriums des Innern und des Normenkontrollrates statt.

A.3 Potsdam/Oranienburg, Brandenburg, Deutschland: Projektstart „Der Einfluss von IT auf die Transformation der Arbeitsorganisation in der Polizei“

Im Juli startete das gemeinsame Projekt des IfG.CC und der Fachhochschule der Polizei Brandenburg zum „Einfluss von IT auf die Transformation der Arbeitsorganisation in der Polizei“. Ausgangsthese ist, dass Informationstechniken (IT) massiv die Polizeiarbeit verändern bzw. bereits verändert haben. Diese Veränderungen haben massive Auswirkungen auf die Fähigkeiten, Fertigkeiten und Wissensanteile, die Polizisten heute haben müssen. Das wird jedoch bisher kaum in der Polizeiausbildung berücksichtigt.

Hintergrund für das Vorhaben ist die Diskrepanz zwischen den umfangreichen Investitionen in den letzten Jahren in IT-Projekte bei der Polizei in Deutschland und dem Mangel an Erkenntnissen über deren Wirkungen auf die Polizeiarbeit. IT bietet neue Möglichkeiten der Erhebung, Verarbeitung und Auswertung von Informationen, wodurch sich auch der Arbeitsalltag für Polizisten verändert. Das Spektrum ist breit: Videoüberwachung im ländlichen Raum, mobile Büros oder der interaktive Funkstreifenwagen, die Internetwache, der Datenaustausch mit internationalen Organisationen, geografische Informationssysteme oder soziale Medien. IT ist heute aus dem Polizeialltag nicht mehr wegzudenken. Auch wenn einige der typischen polizeilichen Tätigkeiten des Wach- und Wechseldienstes (Verkehrsunfallaufnahme, Verkehrskontrollen, einfache Straftaten, Ordnungsstörungen etc.) weitgehend unverändert bleiben, hat sich die Art der Tätigkeiten in diesen und anderen Aktionsfeldern der Polizei zum Teil stark verändert. Dazu zählen etwa die Ermittlungsarbeit, die Vorgangsbearbeitung, die Anzeigenaufnahme, die Kommunikation mit anderen Stellen usw.

Ziel des Projektes ist es, Erkenntnisse über die veränderte Arbeitsorganisation in Folge des IT-Einsatzes sowie die sich daraus ergebenden neuen Kompetenzanforderungen zu gewinnen. Als Anwendungsfeld wird die Nutzung des interaktiven Funkstreifenwagens in der Polizei des Landes Brandenburg untersucht.

A.4 Potsdam/Hoppegarten, Brandenburg, Deutschland: Start der Machbarkeitsstudie zur Entwicklung eines modularen Baukastens für Tätigkeitsbeschreibungen und Bewertungen von Stellen im Landesbetrieb Straßenwesen Brandenburg

Das IfG.CC wurde vom Landesbetrieb Straßenwesen des Landes Brandenburg beauftragt zu untersuchen, ob es möglich ist, das Prinzip eines modularen Baukastens mit Bildkarten, wie es bei der Prozessmodellierung nach der IfG-Methode GPMN® zum Einsatz kommt, auf den Bereich von Tätigkeitsbeschreibungen und Stellenbewertungen zu übertragen. Hintergrund ist, dass im Landesbetrieb Straßenwesen bisher keine einheitlichen Konventionen vorliegen, wie Tätigkeiten zu beschreiben sind, was die Anfertigung von Tätigkeitsdarstellungen und die damit verbundenen Stellenbewertungen sehr aufwändig macht.

Das Ziel des Projektes ist es, durch modularisierte Tätigkeitsanteile sowohl eine Individualisierung als auch eine Standardisierung der Tätigkeitsbeschreibung zu erreichen. Die einheitliche Verwendung von Begrifflichkeiten und die einfache Handhabbarkeit macht es möglich, Tätigkeitsdarstellungen in der gleichen Granularität, d.h. im gleichen Detailierungsgrad zu erstellen. Auf dieser Basis können Tätigkeitsdarstellungen semantisch standardisiert und Stellenbewertungen auf einer einheitlichen Grundlage erfolgen. Als Ergebnis wird erwartet, dass nicht nur harmonisierte Stellenbeschreibungen und Stellenbewertungen möglich sind, sondern insgesamt erhebliche Effizienz- und Effektivitätspotenziale, bspw. durch schnellere aber dennoch qualitativ hochwertige Bewertungsprozesse, erzielt werden können.

Im August 2014 erscheint der Ergebnisband des Forschungsprojektes „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ beim Verlag edition sigma in der Reihe E-Government und die Erneuerung des öffentlichen Sektors. Das Forschungsprojekt hat fundierte Konzepte einer Architektur kooperativer und vernetzter Verwaltung mit E-Government entwickelt.

Ziel des Buches ist es, Veränderungen im Kontext von E-Government auf der Ebene des arbeitenden Staates herauszuarbeiten und diese mit Fragen der Staatsorganisation zu verbinden. Denn genau an dieser Stelle waren bedeutsame Aspekte noch unbestimmt. Unklarheiten bestanden im Wesentlichen darüber, ob und wie die mit vernetztem E-Government möglichen Effizienz- und Effektivitätspotenziale mit den legitimationsdominanten Zielen von staatsorganisatorischen Prinzipien – insbesondere kooperativer Föderalismus, kommunale Selbstverwaltung und ministerielle Ressorthoheit – in Übereinstimmung gebracht werden können.

Dazu werden im Buch erstmals Grundtypen von E-Government-Netzwerken klar definiert und so die allgemeine Bezeichnung „vernetzte Verwaltung“ präzisiert. Darauf aufbauend wird aufgezeigt, wie die organisatorischen Gestaltungspotenziale von E-Government, insbesondere zur räumlichen und behördenübergreifenden Vernetzung, genutzt werden können, ohne dass dadurch grundlegende Prinzipien der Staatsorganisation beeinträchtigt werden. Mit entsprechenden Praxisbeispielen werden die Aussagen fundiert belegt. Anhand konkreter Untersuchungsfelder – Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung – werden ausgewählte Gestaltungsmöglichkeiten in einen praktischen Anwendungskontext gesetzt und Gestaltungsprinzipien herausgearbeitet. Im Ergebnis zeigt sich, dass die zentralen Prinzipien der deutschen Staatsorganisation vor dem Hintergrund der Möglichkeiten mit E-Government neu auszudeuten sind. Denn die überkommene hierarchisch-siloförmige Arbeitsteilung ist nicht mehr die einzige Form der Aufgabenerledigung, sondern mit IT sind vernetzte und ebenenübergreifende Formen der Leistungserbringung möglich.

Des Weiteren enthält das Buch ein Begriffskompendium, in dem die wichtigsten Begrifflichkeiten der Verwaltungsmodernisierung mit E-Government, insbesondere im Zusammenhang mit den Ergebnissen des Forschungsprojektes „Stein-Hardenberg 2.0“, kurz erläutert werden. Das Begriffskompendium ermöglicht es, auf einen Blick die wichtigsten Grundlagen in kurzer und verständlicher Form zu erhalten.

Zur gemeinsamen Fachtagung Verwaltungsinformatik (FTVI) und Fachtagung Rechtsinformatik (FTRI), die am 20. und 21. Alle Bereiche der öffentlichen Verwaltung sind mittlerweile tief von IT durchdrungen. Damit gewinnt die Frage zunehmend an Bedeutung, wie der Einsatz von IT gesteuert wird. Dafür analysieren wir die institutionellen Gestaltungsmerkmale der staatlichen IT Governance. Anhand dessen zeigen wir auf, dass diese bestehenden Strukturen eher geeignet sind, den Status Quo zu erhalten, indem weitreichende Beschlüsse hohe Anforderungen erfüllen müssen.

Die IT-Governance im öffentlichen Sektor ist in Deutschland insbesondere durch den Föderalismus und das Ressortprinzip geprägt, wodurch die IT-Governance zwischen den Staats- und Verwaltungsebenen sowie auf jeder einzelnen Ebene durchtrennt ist. Über die Bundesebene, die Länder- und die kommunale Ebene tritt zunehmend die EU, beispielsweise wenn die EU-weite Anerkennung nationaler elektronischer Identitäten ermöglicht oder Standards für den Datenaustausch innerhalb der EU vereinbart werden sollen. Hinzu kommt die mittelbare Verwaltung, welche die IT im eigenen Zuständigkeitsbereich weitestgehend eigenständig verantwortet. Dadurch gelingt es aktuell trotz zahlreicher Anstrengungen nur schwer, den IT-Einsatz im öffentlichen Sektor kohärent zu steuern.

Eine kohärente Steuerung der IT kann entscheidend dazu beitragen, die Leistungsfähigkeit der Verwaltung zu erhöhen. Insbesondere ermöglicht IT, die unterschiedlichen Verwaltungsebenen und -bereiche zu integrieren und so z.B. One-Stop-Government umzusetzen. Eine solche serviceorientierte und leistungsfähige Verwaltung ist ein wichtiger Standortfaktor für Unternehmen und erhöht die Lebensqualität für die Bürger.

P.2 Meier, René/Ruiz Ben, Esther/Schuppan, Tino: ICT-enabled public sector organisational transformation: Factors constituting resistance to change. - 2013.

The paper titled „ICT-enabled public sector organisational transformation: Factors constituting resistance to change“ was published by René Meier, Esther Ruiz Ben and Tino Schuppan in Information Polity, Vol. 18, No. 4, pp. 315-329.

This paper suggests a revision of the commonly used model of acceptance of technical tools (TAM) for analyzing employees’ attitudes towards ICT-enabled public sector organizational transformation. TAM models focus too much on technology acceptance ignoring employees’ resistance to change and the reasons for innovation failure. Empirical research has shown the importance to consider these factors in organizational change projects. Basing on the example of the implementation of an electronic record system in the state (Land) Brandenburg (Germany), the paper applies a quantitative methodology for addressing the question: To what extent can other factors, besides software-problems, explain the employees’ resistance to change towards the implementation of the electronic record system? The results of our analysis show that in addition to the construct ‘technology acceptance model’ the variables: fear of losing work autonomy or in other words discretion, the perceived quality of information and the social influence significantly affect resistance to change. Long term analysis of the introduction of electronic systems in public organizations would improve the explanation power of our model enabling to examine the particular importance of these factors in different phases of the innovation process and to create appropriate interventions.

R.1 Janet Chan/David Brereton/Margot Legosz/Sally Doran: E-policing: the impact of information technology on police practices. Brisbane: Criminal Justice Commission. - 2001.

This study analyzed the impact of information technology on police practices. Although this study was conducted in 2001 already, there are very good indications of how IT can transform police organizations.

Police have generally responded well to the information technology (IT) age. However, this study demonstrated that, while information technology may have enabled police to do some existing tasks better, it had not yet led to major changes in how the Queensland Police Service (QPS) dealt with crime and disorder issues. The experience of the QPS illustrates the point that giving police access to computers, increasing the range and quantity of information that is stored electronically, and automating what were previously manual processes will not change the way how the business of policing is conducted. If police agencies are to get a better return on their investment in IT, there needs to be a conscious and sustained effort to change the organizational settings into which that technology is being introduced. The article claims that it is very important that the focus for planning for information technology is on assisting policing organizations to get where they should be, rather than simply on streamlining – and thereby entrenching – established practices. The study examined the extent to which implementation of IT had modified the accountability structure and the occupational culture of policing and whether IT has significantly altered police procedures at the street, supervisory, and management levels.

V.1 Mainz, Rheinland-Pfalz, Deutschland, 30.06.: Vortrag zu „Stein-Hardenberg 2.0“ auf dem 13. Treffen des JuristInnen-Netzwerks E-Government im Ministerium des Innern, für Sport und Infrastruktur des Landes Rheinland-Pfalz

Auf dem 13. Netzwerktreffen der E-Government-JuristInnen hat Stefanie Köhl, wissenschaftliche Mitarbeiterin am IfG.CC, ausgewählte Kernergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ in Mainz vorgestellt.

Für JuristInnen waren insbesondere Fragen der Vereinbarkeit von vernetzten E-Government und traditionellen staatsorganisatorischen Prinzipien von großem Interesse. Dazu zählen insbesondere der kooperative Föderalismus, das Ressortprinzip und die kommunale Selbstverwaltung. Ist vernetztes E-Government mit Prinzipien wie Zuständigkeit, Ressorthoheit und Selbstverwaltung vereinbar? Lassen sich kooperativer Föderalismus, politische Verantwortung und Verwaltungstransparenz noch gewährleisten? Häufig wird behauptet, dass diese klassischen staats- und verwaltungsorganisatorischen Prinzipien mit den Vernetzungspotenzialen von E-Government kollidieren. Die Vereinbarkeit beider Rationalitäten – Legitimationsdominanz versus Effizienz- und Effektivitätsdominanz – ist jedoch eine Frage der Gestaltung.

Stefanie Köhl verdeutlichte in ihrem Vortrag, dass es nicht per se zu einem unlösbaren Spannungsfeld kommt, sondern dass neben der entsprechenden Gestaltung von E-Government auch eine teilweise Neuinterpretation der staats- und verwaltungsorganisatorischen Prinzipien geboten ist, da die überkommene hierarchisch-siloförmige Arbeitsteilung nicht mehr die einzig mögliche Form der Aufgabenerledigung ist.

The minitrack „Emerging Topics in Electronic Government “ is led by Theresa A. Pardo (Center for Technology in Government, University at Albany, SUNY), Elin Wihlborg (IEI –Department of Management, Linkoping University and Tino Schuppan (IfG.CC, Potsdam, Germany).

The HICSS e-Government track has been a hotbed for groundbreaking studies and new ideas in this particular multi-disciplinary research domain. Many studies first presented here were developed further and then turned into publications at top journals. Thirteen minitracks cover the full spectrum of research avenues of electronic government including minitracks dedicated to emerging topics, open government, and social media, or most recently, Big, Open, Linked Data (BOLD), Cyberspace Resiliency and Trust, smart cities, Information and Communication Technologies for Development (ICTD), and e-Justice and e-Law.

The HICSS e-Government Track has assumed an excellent reputation among e-Government scholars. In a recent study it has been ranked the academically most rigorous rand most valuable research conference on e-Government in the world.

Important Deadlines:
  • August 15: Acceptance notices are sent to Authors. At this time, at least one author of an accepted paper should begin visa, fiscal & travel arrangements to attend the conference to present the paper.

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.

Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.

Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.

Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?  

Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.

Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.

Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

2. Schwerpunktthema des Monats/Key Issue of the Month:
"eGovernment in Afrika/eGovernment in Africa"

Afrika – der vergessene Kontinent? Keineswegs. Trotz anhaltender sozio-ökonomischer Probleme, schwieriger Gesundheitsversorgung, Korruption und Bürgerkriegen gilt Afrika heute vielmehr als Kontinent der Chancen und der Zukunft. Hungerprobleme nehmen in einigen Regionen ab, der Zugang zu Bildung nimmt zu und die Urbanisierung geht hier besonders schnell voran. Die reichen Rohstoffvorkommnisse locken internationale Investoren. Mit allen diesen Entwicklungen gehen auch Veränderungen von Staatlichkeit einher. Man darf dabei jedoch nicht den Fehler machen, afrikanische Verwaltungen mit den Augen der westlichen Welt zu betrachten, sondern muss berücksichtigen, wie sich dieser Kontinent entwickelt hat und welche Rahmenbedingungen dort gelten.

E-Government ist auch in Afrika schon lange kein neues Thema mehr. Da viele staatliche Strukturen nicht reformiert, sondern grundsätzlich erst aufgebaut werden müssen, besteht die Möglichkeit, IT von Beginn an in die Überlegungen mit einzubeziehen.

Momentan steht Südafrika im Mittelpunkt, wo mit Siyabonga Cwele ein neuer Minister die Verantwortung für Telekommunikation und damit für die IT-Infrastruktur übernommen hat. In Sambia werden künftig zunehmend Tablets für E-Learning eingesetzt. Ruanda und Nigeria zeigen beachtliche Sprünge im E-Government und ernten somit internationale Aufmerksamkeit.

2.1 South Africa: Minister Cwele asks parliament for $15m for telecoms ministry

South Africa’s appointed minister of telecommunications and postal services, Dr Siyabonga Cwele, has asked the government for ZAR159 billion (US$14.9 billion) for his department this year, to focus on infrastructure rollout, improving the regulatory environment and forging ahead with digital migration.

Addressing parliament on the occasion of the Budget Vote of the Department of Communications, Cwele urged ZAR159 billion (US$14.9 billion) to be signed off for his department, pledging “a more focused attention on infrastructure roll-out, the creation and acceleration of the expansion of e-government services, the coordination and streamlining of public entities in the sector as a well as a reconfigured department which will ensure policy and regulatory certainty” within the ICT sector.

2.2 South Africa: E-government ‘will be secure’

Despite the Gauteng government aggressively punting the introduction of public service delivery online by the end of 2015, there is still no clarity on how this platform will be protected against cybercrime.

Gauteng finance MEC Barbara Creecy said the security of the R500 million Gauteng Broadband Network programme, which will deliver e-government services, was not yet a focus of the project.

“That stage of accessing public service online is a long way down the line. At the moment we are still building the broadband infrastructure,” she said shortly after a post state of the province address media briefing by MECs at the Gauteng Legislature.

2.3 Zambia: iSchool Zambia to promote e-learning

ISchool Zambia and Prisons Care and Counselling Association (PRISCA) have partnered to promote e-learning in private schools.

The partnership will enable ISchool Zambia sell ZeduPad tablets to 150 private schools under PRISCA at a reduced rate. PRISCA chairman George Ngwenya said e-learning in private schools should be promoted as it supports Government’s introduction of information communication technology studies programmes in schools.

2.4 Rwanda's attention grabbing digitisation

Rwanda began developing its information and communication technology (ICT) in 2000 after adopting the National Information Communications Infrastructure (NICI) policy and created a long-term plan to achieve full digitisation in four five-year stages. 14 years on, Rwanda's success story is grabbing global attention.
"The Internet is a needed public utility as much as water and electricity," declared President Paul Kagame at the Transform Africa summit, held in Kigali, Rwanda's capital city, last October to discuss the future of broadband in Africa.

2.5 African Commonwealth meeting looks to e-Government to promote development

Heads of public service and e-government units from eighteen African Commonwealth countries are gathering in Mauritius for a Commonwealth meeting that is expected to focus on improving development in Africa through e-government initiatives.

According to a Commonwealth press statement, the 11th Forum of Commonwealth Africa Heads of Public Service, taking place in Port Louis, Mauritius, was opened on Tuesday by Mauritian President Rajkeswur Purryag under the theme ‘e-Government for Inclusive and Sustainable Development in Africa’.

2.6 Nigeria: UN Ranks Nigeria High in E-Government Devt Index

Effort of the country to become a digital economy has started yielding the expected results as the latest United Nations e-government development ranking showed an upward improvement by 21 points.

Nigeria rose to 141 out of 193 countries rated in the UN Global e-government Development Index for 2014.
Similarly, the country was also ranked 97 in the e-Participation index, an improvement of 22 points up from 75 in 2012. It would be recalled that Nigeria was ranked 162 in 2012.

The upward movement of Nigeria in the 2014 ranking is a welcome development, an indication that shows that progress is being made in the efforts of the Nigerian Government through the Ministry of Communication Technology to enable it promote e-governance in Nigeria.

2.7 Zimbabwe: ZARnet partner Gondwana Communications to set up e-govt
Zimbabwe Academic Research Network (ZARnet) internet providers will partner South African ICT giants, Gondwana Communications to create e-government technology in the country. ZARnet chief executive officer, Mr Cliff Mupangavanhu, said his organisation together with Gondwana Communications which owns Africom in Zimbabwe are in the process of setting connectivity at Chipinge Government Complex where a pilot study will be launched soon.

4.1 Estonia signs Identity Document Act

The Estonian government has approved the Identity Documents Act, which creates the legal basis for non-residents to become part of the country’s eID and records management plans.

Internationally renowned as being in the forefront of eGovernment initiatives, Estonia’s latest step will help the country maintain its position as an innovation economy and make it easier for non-residents to interact with the authorities.

4.2 Italy: ehealth closer with electronic health privacy rules

eHealth is closer to become a reality in Italy with the approval by the Italian Data Protection of the decree providing the requirements for electronic health records systems.

We had already discussed about the stringent requirements that had been set out by the Italian data protection authority in relation to electronic health records and health file systems in terms of information to be provided to patients, consents to be given and security measures to be adopted.

However, the implementation in Italy of this system required some technical specifications to be issued in a decree of the Council of Ministries to which the Italian data protection authority has now granted its approval.

4.3 Bulgaria: Electronic voting is attitude towards citizens, businesses

”For me it is important referendums are held not simply because of the 3 questions I formulated but because the citizens have to be asked many more things than these 3 questions,” said President Rosen Plevneliev, speaking at the opening of a forum themed Supremacy of the Law: Basic Principle for Sustainable Business Environment, FOCUS News Agency announced.

In his speech the President emphasised the strength of the civil society in Bulgaria, the necessity of changes in our country regarding democracy and supremacy of the laws. As part of the methods for reaching these goals the President pointed namely at the referendum as a form of support for representative democracy through the methods of direct democracy.

4.4 European businesses could achieve 80% cost savings by adopting electronic invoicing

A new report sponsored by Ricoh Europe, Published by Billentis, states that businesses across Europe can achieve a 60 to 80% cost saving by adopting electronic invoicing (e-invoicing), compared to traditional paper-based processes. The report highlights how the typical payback period from the point of implementation is between six to 18 months.

The report predicts that nearly one quarter (24%) of all bills and invoices will be processed electronically this year, with around six billion paperless invoices and bills to be exchanged across Europe. It also anticipates a 22% annual increase in e-invoicing and e-billing in business and government sectors. The main reason for this rapid acceleration is based on financial pressures, with all markets surveyed naming cost reduction as a top factor for adopting e-billing and e-invoicing processes.

4.5 Great Britain: The Tech Partnership lands £18m in government funding

The government has injected £18m into The Tech Partnership to bolster the UK’s digital skills development through new education and skills opportunities.

The funding, announced by David Willetts, minister of state for universities and science, will be added to the £11.5m private investment pot that The Tech Partnership has already built up.

The Tech Partnership is a network of employers that aim to create the skills needed to grow the global digital economy.

4.6 Malta: Digital government

Following Malta’s positive performance in the 2013 e-government benchmark report exercise, the implementation of a new strategy aims to address related issues and mitigate risks, capitalise on opportunities and overcome the challenges ahead.

There is no getting away from technology; it has become an integral part of our framework. With this in mind, Prime Minister Joseph Muscat launched the Digital Malta Strategy last March which set out a vision to transform Malta into a country, which, by 2020, “will prosper as a digitally-enabled nation in all sectors of society”.

5.1 India: TSSC-BBNL sign deal for skill development in telecom

Telecom Sector Skill Council (TSSC) and Bharat Broadband Nigam (BBNL) have entered into an agreement for skill development in the telecom sector in line with the government’s mission to provide broadband connectivity to all 2,50,000 gram panchayats across the country.

The National Telecom Policy-2012 has underlined the need for human capital formation and capacity building for growth in the telecom sector. It envisions putting in place an integrated skill development strategy for the ICT sector as a whole.

5.2 India: Kerala: The ultimate goal is to make the whole secretariat paperless

E K Bharat Bhushan is 1979 Kerala cadre IAS officer and is currently the chief secretary of the State. He has worked with Department of Information technology, Ministry of Civil Aviation and Ministry of Steel in government of India before taking over the top post in the State. He spoke to Siddhartha Majumdar.

Q: The Kerala chief minister has launched a mission called mission 676 to make Kerala a better place. What are the key initiatives to be covered under mission 676?

Kerala is a unique developmental case as we do not have much of land mass area and most of what we have is covered under forest. There is a lot of pressure on the land and the density of population in the state is the highest in the country. The physical quality of life indicators is high in Kerala. In literacy and medical parameters, Kerala appears to be one of the best, even better than the developed countries in the western world. At the same time our productivity in terms of gross industrial product, Kerala does not appear to be doing too well. We have to look at our policies, our government programs from the view point of building our strengths and to bring up the balance. As far as your question is concerned, at that point of time, there were 676 days remaining for the government until the next election so that is how you got this magical figure of 676. We have defined a time bound calendar of activities which we are going to implement under Mission 676. On one hand we are trying to complete projects which we have taken up and on other hand we have got some dream projects which are under planning like the sub urban train network, mono rail etc. We want to expedite the implementation of the projects under implementation and expedite preparation of planned projects.

5.3 Saudi Arabia: Online services of MoI praised

Saudis and expatriates alike have welcomed the recent introduction of the hassle-free electronic services being provided by the Ministry of Interior (MoI) and the Passport Department (Jawazat) including the issuance of exit/re-entry visas for dependents and Saudi passports electronically.

The e-government system in Saudi Arabia has opened up the way for a paperless system where all updated information is available online and connected to mobile devices which inform the applicant via a free text message that his visa has been issued.

5.4 Georgia among top 50 performers on E-participation

More Georgian citizens are going online, with the country ranked 56th in terms of E-government and 49th in terms of E-participation in the 2014 United Nations E-Government Survey, improving on last year’s result by 16 and 17 places. The country placed 72 among 193 UN countries in terms of E-government and 66th in E-participation last year.

A ranking of UN Member States comparing E-government - digital interactions between Governments and people - varied greatly among and within regions but most countries had made progress on providing greater access, according to the new survey.

5.5 United States: Why remote monitoring services are poised for explosive growth

The barriers that stand in the way of full-blown adoption of a modern and mobile remote healthcare system require not only advances in technology but a willingness on the part of the healthcare community to change at an institutional level.

There is a palpable resistance to change in many healthcare organizations and medical practices. At its root is that deep philosophical idea, “don’t rock the boat,” and right after that comes, “if it ain’t broke, don’t fix it.” But healthcare is broken, and it will take a combination of Silicon Valley technology and entrepreneurial spirit, along with a full financial commitment on the part of healthcare providers combined with medical research to fix it. It appears all the above is happening.

5.6 Pakistan: National IT Board constituted

The federal government decided to create the ‘National Information Technology Board’ (NITB) by merging the Pakistan Computer Bureau and the Electronic Government Directorate.

The merger was approved by the Cabinet Committee on Reconstruction (CCoR) on the recommendation of the Ministry of Information Technology.

Finance Minister Ishaq Dar who chaired the meeting expressed the hope that the new organisation will enhance quality and efficiency of public services.
