A.1 Potsdam, Walluf, Deutschland, 01.02.: Forschungsprojekt „Neue IT-ermöglichte institutionelle Arrangements an der Schnittstelle zwischen Verwaltung und Unternehmen“
Am 01.02. begann das Forschungsprojekt "Neue IT-ermöglichte institutionelle Arrangements an der Schnittstelle zwischen Verwaltung und Unternehmen". Auftraggeber und Kooperationspartner für das zweijährige Projekt ist das in Walluf bei Wiesbaden sitzende PS-Team. Das PS-Team beschäftigt sich seit vielen Jahren als Intermediär mit hoheitlichen Aufgaben im Bereich der KfZ-Zulassung.
Seit mehreren Jahren gibt es Entwicklungen, die auf eine IT-basierte Transformation an der Schnittstelle zwischen Verwaltung und Wirtschaft hindeuten. Zu beobachten ist, dass zwischen Wirtschaft und Verwaltung unter Einbezug von unterschiedlichen Rollen Privater neue Formen der Leistungserbringung sichtbar werden. Dieser Aspekt wird unabhängig vom IT-Einsatz im Public Management unter dem Begriff institutionelle Arrangements diskutiert. Drei grundlegende Formen der Einbeziehung privater Träger sind möglich: Auslagerung, Public Private Partnerships (PPP) und Intermediäre. Diese Formen verändern sich bereits durch IT, die u.a. eine von Ort und Zeit unabhängige Leistungserstellung ermöglicht.
Das Projekt hat ein exploratives sowie einen gestaltungsorientiertes Ziel. Zunächst soll eine Forschungslücke geschlossen werden, indem die Veränderungen öffentlicher Leistungserbringung unter Einbezug privater Akteure untersucht und dargestellt werden. Danach sollen mittels Szenarien zukünftige Geschäftsmodelle für Private in ausgewählten Verwaltungszweigen erarbeitet werden.

A.2 Potsdam, Brandenburg, Deutschland, 20.02.: F+E-Projekt "PROKETTA" – Drittes Treffen des Arbeitsforums eStandards in Potsdam
Am 20.02. fand auf Einladung des IfG.CC Instiute for eGovernment in Potsdam das dritte Treffen des Arbeitsforums eStandards statt. In diesem Forum sind alle Projekte zusammengefasst, die über die Förderinitiative „eStandards: Geschäftsprozesse standardisieren, Erfolg sichern“ des Schwerpunktes "Mittelstand-Digital – IKT-Anwendungen in der Wirtschaft" (www.mittelstand-digital.de) vom Bundesministerium für Wirtschaft und Energie gefördert werden. Ziel dieser Projekte ist es, vorhandene (technische) Standards zu konsolidieren, weiterzuentwickeln und Prozessabläufe zwischen verschiedenen Akteuren zu standardisieren. Bei den regelmäßigen Treffen des Arbeitsforums werden Erfahrungen aus der Projektarbeit ausgetauscht, Schwerpunktthemen in Arbeitsgruppen vertieft und Projektideen weiterentwickelt.
Der Geschäftsführer des Gastgebers IfG.CC Dr. Manfred J. Suhr, eröffnete die Veranstaltung mit einer Präsentation zum Thema "(e)Standards und Geschäftsprozesse". Ausgangspunkt war dabei die Förderinitiative „e-Standards: Geschäftsprozesse standardisieren, Erfolg sichern“ des BMWi, die zum Ziel hat, kleine und mittlere Unternehmen, das Handwerk und die Verwaltung bei der Nutzung der Möglichkeiten von E-Business-Standards in Geschäftsprozessen zu unterstützen. Er wies auf die Vielfalt von schon existierenden Standards hin und zeigte deren Notwendigkeit auf, da heutige geschäftsrelevante Informationen elektronisch und weitgehend automatisiert über Unternehmensgrenzen hinweg ausgetauscht werden müssen. Anschließend stellte er dem erwarteten Nutzen und Mehrwert von Standards mögliche Alternativen dazu sowie die aktuelle Kritik an Standards gegenüber und gab einen Einblick in die praktische Umsetzung von Standards.
Im Anschluss an die Einführung von Dr. Suhr zeigte Dr. Franz Büllingen, Wik-Consult, noch einmal die Ziele des 3. Arbeitsforums eStandards im Rahmen von Mittelstand Digital auf. Die Projekte sollen hier verallgemeinerungsfähiges Wissen erarbeiten, das branchenübergreifend für Anbieter und Anwender neuer eBusiness-Lösungen von Interesse ist. Die Ergebnisse sollen für Nachahmer aufbereitet werden z. B. in Form von Broschüren, Checklisten oder Leitfäden.
Bei diesem 3. Treffen stand vor allem die Weiterbearbeitung und inhaltliche Diskussion der bei den letzten Treffen festgelegten Querschnittsthemen in mehreren Arbeitsgruppen im Vordergrund. Eines dieser Schwerpunktthemen ist Geschäftsprozessmanagement. Die Arbeitsgruppe dazu wird vom IfG.CC moderiert. Bei diesem 3. Treffen beschäftigten sich die Teilnehmer der Arbeitsgruppe vorrangig mit der Optimierung von Geschäftsprozessen. Dabei geht es nicht um die grundlegende Erneuerung der Prozessketten, sondern um die Verbesserung von (Teil-)Prozessen, um Arbeitsabläufe effizienter und transparenter zu gestalten. In der Diskussion wurde deutlich, dass dabei Referenzprozessmodellen eine wichtige Funktion zukommt. Referenzprozessmodelle sind vorgefertigte Modelle, die Prozessmodellierer in Organisationen bei der Gestaltung von Prozessketten unterstützen. Sie zeichnen sich durch einen hohen Abstraktionsgrad aus und können als Ausgangslösung genutzt werden, um organisationsspezifische und detailliertere Prozessmodelle zu erstellen. Sie eignen sich auch als Vergleichsbasis für die Beurteilung bestehender Geschäftsprozesse (Prozessbenchmarking) und helfen, Schwachstellen aufzudecken und Verbesserungspotenziale zu erkennen. Für das Projekt PROKETTA werden Referenzprozesse für verschiedene Informations- und Meldepflichten entwickelt. Dabei werden v.a. Ergebnisse der Prozessanalysen bei den Interviewpartnern sowie Good-Practice-Ansätze aus anderen Behörden berücksichtigt. In den nächsten Monaten werden die bisherigen Arbeitsergebnisse in der Arbeitsgruppe konsolidiert und weiterentwickelt. Die Arbeitsergebnisse der Vertiefungsthemen wurden dann im Anschluss an das Mittagessen am Nachmittag im Plenum von den einzelnen Arbeitsgruppen präsentiert.
Frau Anne Setter, Wik-Consult, stellte wesentliche Leitlinien für die PR-und Öffentlichkeitsarbeit zur Unterstützung des Transfers der Projektergebnisse vor und gab weitere Informationen zu den gemeinsamen Messeauftritten bei den M-Days in Frankfurt. Anschließend fasste Herr Büllingen die Ergebnisse der Veranstaltung noch einmal zusammen und gab einen Ausblick auf Neuerungen und weitere Termine im laufenden Jahr.
Im vom Bundesministerium für Wirtschaft und Technologie (BMWi) geförderten dreijährigen Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ (proketta.ifg.cc) werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und standardisiert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

This book contributes to emerging debates in political science and sociology on institutional change. Its introductory essay proposes a new framework for analyzing incremental change that is grounded in a power-distributional view of institutions and that emphasizes ongoing struggles within but also over prevailing institutional arrangements. Five empirical essays then bring the general theory to life by evaluating its causal propositions in the context of sustained analyses of specific instances of incremental change. These essays range widely across substantive topics and across times and places, including cases from the United States, Africa, Latin America, and Asia. The book closes with a chapter reflecting on the possibilities for productive exchange in the analysis of change among scholars associated with different theoretical approaches to institutions.

V.1 Potsdam, Deutschland, 17.02.: Seminar „Staatliche Transformation mit Informationstechnik“ für Führungskräfte der Verwaltung in Kooperation mit dem Behörden Spiegel
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, führte im Rahmen der Praxisseminarreihe des Behörden Spiegels am 17.02. am Institut in Potsdam das Seminar „Staatliche Transformation mit Informationstechnik“ für Führungskräfte der Verwaltung durch.
Dieses Seminar vermittelt eine Perspektive auf E-Government, die über eine Bereitstellung von Online-Diensten und den sonst üblichen technischen Einzelfragen hinausgeht. Es wurde gezeigt, dass E-Government als integrierter Bestandteil von Verwaltungsmodernisierung behandelt werden muss. Dabei wurde der Frage nachgegangen, ob und wie mit IT die Verwaltungsarbeit transformiert werden kann.
Ziel des Seminars war es, die verschiedenen Möglichkeiten der Informationstechnik für die Verwaltungsmodernisierung und neue Steuerungsformen aufzuzeigen. Zunächst wurden, jenseits von aktuellen Hypes, Grundlagen für eine IT-basierte Verwaltungsmodernisierung thematisiert. Professor Schuppan zeigte die verschiedenen Verwendungsweisen von IT in der Verwaltung auf und stellte auf theoretischer Basis (Technikadaption) das Wechselverhältnis zwischen IT und Organisationsgestaltung dar. Unterschiedliche IT-Anwendungen können je nach Nutzung unterschiedliche Wirkungen entfalten. Ein weiteres Kernthema im Seminar war die prozessorientierte Organisationsgestaltung, die eine wesentliche Grundlage für die vernetzte Leistungserstellung ist. Vernetzte Organisationsformen mit E-Government wurden anhand von Fallbeispielen in einen Anwendungskontext gesetzt. Abschließend wurde die transformatorische Wirkung von E-Government auf verschiedenen Ebenen (Mikro, Meso, Makro) verdeutlicht sowie die Entwicklung eines IT-enabled Public Managements diskutiert.

V.2 Potsdam, Deutschland, 21.02.: Seminar „Management-Reformen der öffentlichen Verwaltung“ für Führungskräfte der Verwaltung in Kooperation mit dem Behörden Spiegel
Behörden Spiegels am Institut in Potsdam das Seminar „Management-Reformen der öffentlichen Verwaltung“ für Führungskräfte der Verwaltung durch.
Die Veranstaltung führte in die Grundlagen und Rahmenbedingungen des Managements öffentlicher Organisationen (Public Management) ein. Eine zentrale Frage des Seminars war, was den Kern von „Public“ bei Management ausmacht. Reicht der „einfache“ Transfer von betriebswirtschaftlichen Instrumenten in öffentliche Organisationen aus und unter welchen Bedingungen wirken diese Instrumente? Im Seminar wurde herausgearbeitet, dass Public Management mehr ist als nur die Aneinanderreihung von betriebswirtschaftlichen Elementen. Public Management wurde als Forschungsfeld mit seinen Zielen und Rationalitäten charakterisiert und in Beziehung zu nationalen wie internationalen Modernisierungsbestrebungen im öffentlichen Sektor (New Public Management) gesetzt. Dabei spielte neben der betriebswirtschaftlichen Perspektive die verwaltungswissenschaftliche Sicht eine bedeutende Rolle. Ziel war es, die besonderen Rahmenbedingungen und Besonderheiten der öffentlichen Verwaltung für das Management zu verstehen sowie grundlegende Fragestellungen von Public Management einordnen und analytisch bearbeiten zu können. Dazu wurden Kernansätze des Public Managements mit ausgewählten Instrumenten im Kurs thematisiert und über Fallbeispiele in einen Anwendungskontext gesetzt. Darunter u.a. Fragen zur Trägerwahl und institutionellen Arrangements, Performance Management und Wettbewerbsorientierung.

Panel Session: e-Government and its Role in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?
In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.
Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.
This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings.

Das IfG.CC veranstaltet regelmäßig Hands-on-Workshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die sich mit aktuellen Themen wie Prozessmanagement, Shared Services, Mobile Bürgerdienste, IT-Sicherheit, Design Thinking u.v.a.m. beschäftigen.

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?
Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.
Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.
Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

E-Government in Indien/eGovernment in India

In den letzten Jahren hat sich Indien zu einem fortgeschrittenen Land im Bereich E-Government entwickelt, obwohl die indische Gesellschaft als eher traditionell und konservativ gilt.
Seit 2006 wird in Indien das größte Biometrieprojekt der Welt durchgeführt. Ziel des Projektes „Aadhar“ ist es, alle 1,2 Milliarden Einwohner Indiens mit einer 12stelligen persönlichen Identifikationsnummer (ID-Nummer) auszustatten. Parallel zur ID-Nummer werden von allen Personen Fingerabdrücke, der Iris-Scan sowie ein Passfoto gespeichert. Die ID-Nummer soll lebenslang gültig bleiben, die biometrischen Informationen sollen alle fünf Jahre überprüft werden. „Aadhar“ ist eine Basiskomponente für viele E-Government-Vorhaben. Doch der Zeitplan für die landesweite Umsetzung von „Aadhar“ verzögert sich. Grund dafür sind u.a. wechselnde Zuständigkeiten von Behörden, die für die Datenerfassung verantwortlich sind und damit verbundene Rechtsstreitigkeiten. Derzeit wurden lediglich ca. 540 Millionen von ca. 1,2 Milliarden Einwohner Indiens im Biometrie-Projekt erfasst. Grundlage für die Erkennung der Iris bildet eine Datenbank mit Algorithmen, die einen Abgleich mit der Iris ermöglicht. Nach wie vor von höchster Relevanz sind Fragen rund um den Datenschutz und das Recht auf Anonymität der Einwohner, weil in diesem Projekt viele Daten und Informationen gesammelt und gespeichert werden. Aber Anonymität ist in Indien ein großes Problem, denn nur 4% der indischen Bevölkerung besitzen einen Pass und weniger als die Hälfte der Bevölkerung ein Bankkonto. Das bedeutet, dass sich die Mehrheit der Bevölkerung noch nie identifizieren musste. Ohne jegliche Möglichkeit, sich auszuweisen, können die Einwohner jedoch keine staatlichen Leistungen, wie z.B. Renten oder Unterstützungsleistungen für Lebensmittel oder Wohnzuschüsse, in Anspruch nehmen. Dies soll sich mit dem Projekt ändern. Sobald eine Person ihre ID erhält, wird automatisch für sie ein Bankkonto eröffnet. Damit kann ihnen Geld für Sozialleistungen überwiesen werden.
Ebenfalls um biometrische Daten geht es in einem E-Pass-Projekt des Ministeriums für Auswärtige Angelegenheiten, dessen Ziel es ist, bis zum Jahr 2015 die Bevölkerung Indiens mit elektronischen Reisepässen auszustatten. Der Reisepass beinhaltet einen elektronischen Chip, auf dem Details und Informationen über den Inhaber gespeichert sind. Derzeit gibt es elektronische Reisepässe nur für Diplomaten und Konsularbeamte.
Ein weiterer Bereich, in dem verstärkt IT eingesetzt wird, sind staatliche Schulen (z.B. Projekt IKT@school). U.a. werden in derzeit 4.000 Schulen IT-Labore eingerichtet, die u.a. mit High-End-Rechnern und interaktiven Tafeln ausgestattet sind. Darüber hinaus werden auch Telepräsenzlern-Angebote erprobt.
In dieser Ausgabe des Infobriefs geben wir einen Einblick in aktuelle Entwicklungen und Projekte im Bereich E-Government in Indien.
2.1 IT sector urged to focus on domestic market
Kerala CM Oommen Chandy inaugurates the 17th national conference on e-governance in Kochi.
The IT industry should reach out to the domestic market in a big way rather than focusing on overseas business, according to R. Chandrashekar, president, Nasscom.
There are tremendous opportunities on the domestic front with new technologies, social media, cloud computing etc and the partnership between the government and the industry is essential to provide better e-governance, he said while addressing the 17th national conference on e-governance here on Thursday.
According to Chandrashekar, the IT industry has not looked at the domestic market intensely and seriously because of the overseas markets. Health, education and financial inclusion are some of the areas that need more attention from the IT industry.

2.2 'E-governance Key to Transparency'
Union Minister of State for Administrative Reforms and Public Grievances V Narayanaswamy has said that availing of goods and services in a time-bound manner will become the right of the citizens once Parliament passes the Time Bound Delivery of Goods and Services and Redressal of their Grievances Bill.
The minister was speaking at the valedictory function of the 17th national conference on e-Governance. He further said that once the Public Procurement Bill is passed, all the procurement procedures of the Central and state governments will be done online and can be viewed by anyone.

2.3 Tamil Nadu: Second round of Aadhaar card work to begin
District Collector Archana Patnaik has announced that the second round of work for distribution of Aadhaar cards will begin on February 1 in Annur taluk and on February 10 in Mettupalayam taluk. Camps would be for taking the biometric details.
People whose names were included in the 2010 census and those who missed the first round of Aadhaar and NPR enumeration and those who gave their NPR forms in the first round of enrolment drive could make use of the second round for giving their biometric details.

2.4 Biometrics on a mass scale
The largest biometric program in history – collecting iris and fingerprint patterns of 1.2 billion people in three years – aims to improve the quality of life for some of India's most disadvantaged and marginalized citizens by "giving the poor an identity."
In 2011, the Indian government launched a massive program to collect the iris patterns and fingerprints of all of its 1.2 billion citizens within three years. The numbers associated with the project are staggering. To date, more than 540 million people have enrolled in the optional program, with one million more joining every day across 36,000 stations operated by 83 agencies. Each new iris pattern must be checked against every other pattern in the database to detect and prevent duplication: this equates to almost 500 trillion iris comparisons each day. Apart from its scale, what makes UIDAI (Unique Identification Authority of India) different is its purpose. It is not a security exercise or a means to control national borders, but a social development program whose stated aim is "to give the poor an identity."

2.5 Chandigarh: Municipal corporation earmarks Rs 2.9 crore for e-governance services
The municipal corporation (MC) would introduce e-governance in its various services in the coming financial year 2014-2015 with the intention to improve efficiency of works in the various departments. The civic body authority has earmarked Rs 2.90 crore for its upcoming budgetary session under the category of e-Governance and Infrastructure requirements.
To improve the efficiency within the MC departments, the authority has proposed to set up a citizen facilitation centre, computerization of salary in MC, software for property tax and complaint management system in the MC building. It has also been proposed to engage an IT consultant to prepare a layout of IT architecture to facilitate e-governance.

2.6 India to issue e-passports with biometric data by 2015
Indian citizens are likely to get electronic passports embedded with biometric information from next year in order to ensuring greater security and transparency, the country’s Ministry of External Affairs has informed.
Chief Passport Officer, Muktesh Pardeshi shared, “A Task Force has been set up to look into the e-passport project, which has held deliberations with different stakeholders. We are planning to start issues e-passports to new applicants by next year.”

2.7 Odisha: Time to e-learn and get ahead at 4000 govt schools
More than six lakh students in 4,000 government schools in the state will be on a technological high with the launch of the ambitious e-vidyalaya programme, which was inaugurated by chief minister Naveen Patnaik.
Opened under the Odisha Madhyamik Sikshya Mission (OMSM), the scheme - ICT@school - aims at taking classroom education one step ahead.
Each of these schools will have an ICT Lab that will have 12 computers, an interactive board, a high-end integrated computer which will have of projector, television and audio-visual facilities. A total 187 schools in the city will have such ICT labs. The first classroom was inaugurated at Unit-IX Boys' High School.

4.1 Great Britain: South Wales: Teachers back in classroom
A programme called Technoteach, which is funded by Welsh Government through the National Science Academy and run by the Technocamps programme based at Swansea University, is giving teachers in primary and secondary schools continuous professional development in Computer Science.
The free programme, which gives them the chance to learn the key computer science concepts to help them deliver GCSE Computing effectively, will run for six weeks.

Given the increasing importance of information technology within the health sector, the lack of a national IT health strategy has been seen as a fundamental gap that has prevented the Department of Health and the HSE from running a fully modernised service.
Also, while the Government had been working on a Health Information Bill for the last number of years, which would facilitate the much heralded unique patient identifiers, there was little sign that this legislation was being progressed. These two factors combined meant that Ireland was far from leading the way in the area of eHealth.

4.3 Estonia: Initially planned e-health objectives remain unachieved
The National Audit Office is of the opinion that the Ministry of Social Affairs should deal with the development of the e-health system more forcefully, as the initially planned objectives have still not been achieved. Despite the initial plans, data in the e-health system cannot yet be fully used for treatment purposes, national statistics, registry-keeping or supervision. Digital Prescription is the only e-solution created by the state that is actively used. The use of the Electronic Health Record and Digital Image has been modest and Digital Registration has not taken off in the five years since its completion. 15 million euros has been spent on launching e-health so far.

Everybody knows that the ICT is an important part of the economy. This sector generates 5 percent of European GDP with a market value amounting to 660 billion euros annually, and it also contributes far more to overall productivity growth.
Fully exploiting the potential of ICT, we can fundamentally modernize the functioning of public administration and develop more efficient public services. That is why Lithuania pays considerable attention to the ICT. Public procurement is one of the areas where we have achieved really good results in applying ICT. Currently, Lithuania is among the leading EU member states in this field. Talking about the EU public procurement volume, each year public authorities spend nearly 19 percent of the EU’s GDP on goods, services and works. Total public expenditure on public procurement creates a large share of economic activity – amounting to over 2 trillion euros per year. This money is spent by more than 250,000 contracting authorities in Europe.

4.5 European Union: Report calls for wider use of electronic signatures in verifying e-Gov't service users' identity
Electronic signatures (e-signatures) should be relied upon more often as a means for verifying the identity of individuals seeking to use online services within the EU
The reports, published by EU advisory body the European Network and Information Security Agency (ENISA), said regulators should encourage "a wider use" of e-signatures as an "authentication mechanism" for accessing 'trust services'.
According to proposed reforms to EU legislation, a trust service provider (TSP) is a business that provides "any electronic service consisting in the creation, verification, validation, handling and preservation of electronic signatures, electronic seals, electronic time stamps, electronic documents, electronic delivery services, website authentication, and electronic certificates, including certificates for electronic signature and for electronic seals".

The South Australian government pledged not to start any more big ICT projects in the refreshed ICT strategy it launched late last year – a tempting proposal, but a tricky one to make a reality.
The man responsible for bridging the divide between rhetoric and day-to-day business is Bret Morris, a long-serving South Australian bureaucrat who took over the role of government CIO in December following the resignation of Andrew Mills.

5.2 South Korea President backs telehealth
South Korean president Park Geun-hye has backed the remote monitoring of patients and the elderly as a key growth engine for the country, according to Xinhua.
“The recent overseas trip provided me with a great opportunity to think about the future direction to which our economy should go amid the rapidly-changing world economy. Any improvement in transparency via the launched Data.gov.ph may only be realized by the time the project fully rolls out. But the initial development of the website, a response to the growing open data movement worldwide, reveals a basic yet crucial concern that underscores the current information management and access regime in government.
The gap in the use and knowledge of information and communication technologies (ICT) across the bureaucracy is far and wide, making it difficult to access or even share information among agencies. The challenge also goes beyond the technical aspect of having the infrastructure to process and publish data in a timely manner. Some agencies were said to have “concerns” about providing information because it may be used against them.

5.4 United States: Telehealth takes off in rural areas
Competition, policy and rurality all big market influencers
Some 42 percent of U.S. hospitals have adopted telehealth platforms and are using the technology to treat patients, with several factors effecting market changes, according to new report findings.
The report — published in February's Health Affairs and conducted by researchers at the Center for Connected Health, University of Michigan and Brigham and Women's Hospital — underscored several telehealth market trends present nationwide.
For one, telehealth adoption numbers are significantly higher at hospitals located in more rural areas compared to urban areas.

The event took place at the Ritz Carlton Hotel, DIFC in Dubai.

5.6 New Zealand city CIO shares ICT transformation agenda
Channa Jayasinha was appointed CIO to the Wellington City Council a year ago, bringing with him a fresh perspective to how ICT was being run in the organisation and how it supported the business. Catching up with FutureGov, he says, “I realised that we were running a complex IT environment. We didn’t have a good understanding of the data and information needed to run the business.”
